Heavy Construction Materials Critical to Northern Territory Infrastructure and Defence Investment

Cement Concrete & Aggregates Australia (CCAA) has today released The Economic Contribution of the Cement Concrete and Aggregates Industry in Australia, highlighting the vital role the Northern Territory’s heavy construction materials industry plays in supporting defence, resources and remote infrastructure delivery.

The report shows that in FY24/25 the industry contributed $122.1 million to the Northern Territory’s Gross State Product and supported 451 jobs across the Territory.

While smaller in scale than larger jurisdictions, the Territory’s cement, concrete and aggregates sector is strategically important, underpinning defence facilities, mining developments and community infrastructure across vast and remote regions.

Major investments in defence capability, resource expansion and regional infrastructure will continue to drive demand for reliable, high-quality construction materials across the Territory.

CCAA CEO Michael Kilgariff said delivering the Northern Territory’s infrastructure and defence commitments will depend on secure and flexible supply chains for heavy construction materials.

“If construction materials supply is disrupted, whether through global shocks, fuel constraints or planning bottlenecks, the impacts are clear: delayed projects, rising costs and increased pressure on housing affordability,” Mr Kilgariff said.

“Defence upgrades, remote infrastructure projects and major resource developments all rely on consistent supply of cement, concrete and aggregates.

“In the Northern Territory, distance and logistics are critical factors. Materials often travel long distances or require on-site production, making planning and supply chain resilience essential.”

The report highlights that the Territory’s construction profile is highly project-based and geographically dispersed, reinforcing the need for dependable freight networks and coordinated planning to support timely delivery.

Mr Kilgariff said recognising heavy construction materials as essential enabling infrastructure is central to sustaining economic development in the Northern Territory.

“These materials are fundamental to delivering defence capability, regional infrastructure and resource investment across the Territory,” he said.

“When governments commit to major projects in remote and regional Australia, they must also ensure the upstream supply chains that make those projects possible are properly supported.”
