Internal government documents, reported in The Age, reveal Victoria's $34.5 billion Suburban Rail Loop has spent years lurching between competing identities, with a taxpayer-funded rebranding push commissioned in secret and then quietly abandoned, after the government's own research failed to justify Labor MPs' private claims that the project was "more popular than Taylor Swift." A senior public servant told the masthead they no longer know if the project has any identity at all.
The reporting also reveals the government's promised "value capture" funding model — meant to raise a third of the project's cost from developers and land value uplift — has effectively collapsed.
