SCA Launches National Code of Ethics to Elevate Strata Sector Standards

The Strata Community Association (SCA) has today launched a landmark National Code of Ethics that sets a new benchmark for ethical conduct, professionalism and accountability across the strata industry in Australia and New Zealand.

The Code, which comes into effect on 1 July 2025, establishes a unified framework of ten core ethical principles that all SCA members are now required to uphold. It applies to strata managers, service providers and professional stakeholders across every jurisdiction where SCA operates.

SCA Australasia President Joshua Baldwin said the introduction of a national standard is a significant milestone in professionalising and future proofing the sector.

“This Code is about earning trust and keeping it. It gives our profession a clear and consistent set of expectations, no matter where you operate,” said Mr Baldwin.

“It strengthens public confidence, protects communities, and ensures the highest level of ethical conduct from our members. We are lifting the bar nationally because our sector deserves nothing less.”

Developed through extensive consultation with members, industry leaders and lot owners, the Code directly addresses the real world challenges facing strata communities. It reinforces integrity, transparency and fairness in the management of more than two million strata titled properties across the region.

Key Benefits of the National Code of Ethics

• Consistency Across Jurisdictions: The first fully harmonised ethical standard for strata professionals operating under different state-based legislation
• Public Protection: Clearer expectations for managing conflicts of interest, disclosure of commissions and fiduciary obligations to owner.
• Professional Accountability: Stronger enforcement mechanisms, including sanctions for breaches and protections for whistle blowers
• Clarity and Confidence: Easily understood principles including ethical stewardship, service to the community, and respectful conduct

The Code also introduces an Ethical Decision Making Framework to help guide members through complex or ambiguous situations and reinforces continuous professional development as a core ethical responsibility.

“Ethics is not just a policy, it is a culture,” said Mr Baldwin.
“This Code gives our members the tools to lead with integrity and act with confidence. It sets the tone for a modern, respected and trusted profession.”

The National Code of Ethics will be reviewed every two years to ensure it remains current and responsive to emerging ethical and regulatory developments.
